In the Stage 3 Debate on the Licensing (Scotland) Bill on Wednesday 16th November 2005, the Scottish Parliament agreed to remove Paul Martin MSP's "recouping amendment" section from the Licensing Bill, meaning that the licensed industry won its arguments that the measure should be dropped and that the legislation should be changed.
